SAVING RECYCLED CAR PARTS FROM NEAR EXTINCTION
Congress Seeking to Destroy Millions of Replacement Car Parts While Questions Abound on New Parts Supply Chain Viability
(Fairfax, VA) – All across the world, governments are implementing early vehicle retirement programs that are intended to help struggling automakers. This year already, two accelerated vehicle retirement bills have been introduced in the United States Congress.  Regrettably, both seek to restrict the sale of two major replacement parts — the engine and transmission — harvested from vehicles turned in for end-of-life processing under these programs. Notwithstanding good intentions, while these measures may assist automakers now, they will inevitably hurt the consumer later, with short-term and long-term repercussions, if not properly addressed. Additional analysis of the potential ramifications of these proposed programs is needed.
The critical nature of this kind of broad legislation is twofold.  First, American automobile repair businesses and consumers purchase these quality recycled vehicle components every day to keep their vehicles running. These businesses and consumers rely on parts from recycled vehicles because of their substantial savings in reduced repair costs and lower insurance premiums, savings from the purchase of a replacement vehicle, and also for the strong environmental benefits.  In fact, these two parts alone typically account for some 50% to 60% of a professional automotive recycler's sales — overall automotive recycling is a $22 billion industry in the United States.  Thus, Congress should understand the demand for such repair options, and consider the implications of restricting them.
Secondly, what may be a voluntary program for a consumer turning in a vehicle under the "Cash for Clunkers" program now quickly becomes a compulsory program for non-participating consumers later because of reduced access to replacement parts, which in turn causes inflated prices. Not to mention that these recycled automotive replacement parts have the same performance, safety, fit, and durability standards because they were made by the Original Equipment Manufacturers (OEMs).  The Automotive Recyclers Association's (ARA) Executive Vice President Michael E. Wilson questions the sensibility of the program given the current situation of the automotive manufacturers. "With the daily questions in the media about the economic survival of major automobile manufacturers and their suppliers, how irresponsible is it for Congress to push for the needless scrapping of millions of replacement parts when the very supply chain for new parts is in jeopardy." 
Ultimately, these efforts tread into unchartered waters.  Even though these initiatives are modeled on prior programs, the major difference is the vehicle life years these programs now include. While earlier programs targeted vehicles 15 years and older, new initiatives target vehicles as current as 8 years old. With vehicles on America's roads averaging 9.7 years and trending older, the adverse financial consequences of these programs, especially on the average American family, is real and has not been adequately considered. There is also a significant risk that these programs will encourage future governments to treat motor vehicles more like a disposable product that can be routinely discarded based on any crisis or issue of the day instead of maximizing the vehicle's recycled parts content and its true life cycle on our roads. 
The recovery, reuse, and resale of these quality recycled parts must remain readily available to the consumer who may not want or be able to financially retire their vehicle and will require access to parts from these vehicles for their future repairs.  
Since 1943, the Automotive Recyclers Association ("ARA") represents an industry dedicated to the efficient removal and reuse of "green" automotive parts, and the proper recycling of inoperable motor vehicles. ARA represents over 4,500 auto recycling facilities in the United States and fourteen other countries around the world. With programs such as the Certified Automotive Recycler Program (CAR) and other partnerships, ARA members continue to provide consumers with quality, low cost alternatives for vehicle replacement parts, while preserving our environment for a "greener" tomorrow.

I've had my '79 911 SC for almost 3 years now. I've added a fiberglass turbo widebody for a 993 Turbo look. It has the most beautiful black chrome offset wheels from an '04 Carerra 4S. Mild engine, suspension, and interior work has been done to make it more uniquely mine thanks to P & S Racing in Burbank. I just dropped in a new transmission a year ago that I purchased from LA Porsche Dismantlers and she's been awesome ever since!

I know a lot of you like to turn wrenches and do some of the basic maintenance on your cars for both enjoyment and for cost savings. Changing your own oil or spark plugs can give you a great sense of accomplishment (so I’m told) not to mention save a few bucks over the cost of having the work done at a dealer on independent Porsche specialists. What about when it’s a bigger job and you need more than just oil, filters or plugs? There is an alternative to purchasing brand new Porsche parts.

When most people think of automobile scrapyards, they envision piles of dirty, junked cars, the grime of oil and engine fuels, and the risk of environmental damage that comes with car crushing. Such assumptions are misguided, said Larry Brown, ARA regional director & vice president of Jerry Brown's Auto Parts Center in Queensbury. Brown insists the industry, which has experienced a significant boom in recent years, provides services that benefit the community on several levels, including the environment.

The obvious benefits of the industry are an alternative for the cost of new car parts and the removal of junk cars. "We're the competition for dealerships and an alternative for expensive new parts," Brown said. "When we get a car, we inventory what's reusable: mirrors, glass, engines, tires, doors, batteries -- almost everything. Often, it's a savings of 50 percent of the cost of a new part for our customers." When Brown's company doesn't have a specific part, Brown said the online network of salvage yards allows him access to more than 2,000 shops' inventories in the United States and Canada.

"I'll know within seconds when and where I can get a part, if I don't already have it here," he said.

Jerry DeLuca, executive director of the Automotive Recyclers Association of New York, said there are 743 automobile dismantlers in New York "providing a place for end-of-life cars to go."

In 1997, more than 4.7 million cars were recycled nationwide, according to the association. Casey Cornell, owner of Cornell's Used Auto Parts in Greenfield, said his company recycles around 600 cars a year, in addition to approximately 800 cars he keeps on site. "We take one to two junk cars a day from people who live nearby. Those are cars that would just sit there otherwise," Cornell said. Brown said his company recycles around 1,500 vehicles per year, in addition to the 2,000 kept on site. Additional benefits that result from the industry are reduced insurance premiums and reduced costs of metal. Brown said the vast majority of his junk cars are purchased through insurance auctions, which allows the insurance companies to recover costs and therefore offer more competitive premiums. Cornell said he purchases 10 to 15 cars per week at the auctions. The discount price of used parts also allows insurance companies to repair insured vehicles for less, which translates into lower premiums, Brown said. "Ninety percent of my business is wholesale (to companies like insurance firms)," he said.

The recycling of scrap metal means a reduction in the cost of materials needed for construction or for building new cars and ultimately results in reduced need for natural resources. DeLuca said the demand for steel has reached an all time high worldwide. "Automobile recyclers supply steel and many other metals that are recycled and used in construction," DeLuca said. "Even copper piping is cheaper because of what's recovered from old cars.” "There isn't much metal that's not in high demand," Brown added. And that demand is what has driven the boom in the scrapyard industry.

Brown said that, in 1995, his company was receiving about $18 per ton of crushed cars, whereas in February, he received $165 per ton. And it's the industry boom that Brown partially blames for the industry's bad reputation as an environmental hazard. "Crushed cars are the by-product of my business," Brown said. "We recycle what we can and crush what we can't. That metal (that we can't recycle) will be recycled elsewhere. "A lot of people are trying to get into the industry because of the boom and are primarily out for higher weights in crushing. In order make money, you have to turn cars over quickly." That inexperience, combined with the need for quantity, can lead to sloppiness, Brown said. And that can lead to spills and contamination. Maureen Wren, spokeswoman with the State Department of Environmental Conservation, said salvage yards are regulated by the DEC, and the biggest risk is groundwater contamination due to petroleum spills.

The DEC requires that all fluids are properly drained to ensure spills don't occur. The industry is also heavily regulated by the state Department of Motor Vehicles, DeLuca said. Cornell agrees with Brown that the industry has a lot of companies that cut corners to make an extra buck. "They give us a bad rap," Cornell said. "I live next door to my shop. I drink the water. I have to care about it." "It's not hard to do this job safely, but you have to care about the environment," Brown said. "You have to have good housekeeping and organization." Brown and Cornell said their companies have never had a major spill, despite both being in the second generation of ownership. Brown, Cornell and DeLuca insist that, when done correctly, the industry actually helps the environment. The Automotive Recyclers Association reports that 11 million gallons of oil and 6 million tires were recycled nationwide in 1997, in addition to enough steel to produce almost 13 million new vehicles.

"We save energy by reusing parts that would otherwise need to be made brand-new," Brown said. "And even the brand-new parts often have recycled components in them, through the metal that's crushed and sorted."

Green Sticker Program - What Every Car Buyer needs to know about the Recyclability of the New Vehicles.

Henry Ford once observed "If we asked the public what they wanted, they would have said, faster horses." People work with what they know.

Historically, consumer programs conceived to recycle paper and aluminum cans have gotten a lot of press.

According to the Alliance of Automobile Manufacturers,(a trade association of 9 car and light truck manufacturers including BMW, DaimlerChrysler, Ford, General Motors, Mazda, Mitsubishi, Porsche, Toyota and Volkswagen) "cars are one of the most recycled consumer items." The automakers long have recognized the desirability of vehicle recycling. The Automotive Recyclers and shredders have provided an extensive and efficient network.

With the rise in the ecological consciousness of the global community. The objective of the Green Sticker is to provide a score card of the recyclability of each new vehicle. The Green Sticker program will educate the new car consumer to consider the recycled content (Green Sticker) in making a purchase.

The Automotive Recyclers Association and Worldwide Automotive Recycling Associations will promote, monitor and facilitate the Green Sticker program. The ARA is a not for profit arm of the international automotive recycling industry recognized for over 64 years along with the international automotive recycling associations worldwide.

The Green Sticker will be developed from a pre-competitive, cooperative data base of recyclability with automakers and the auto recycling industries. The measurable content of the recyclable database will be used to value the Green Sticker assigned to every new vehicle model manufactured.

Funding for the Green Sticker program will be provided by sponsors, the auto manufactures ELV programs internationally and independent automotive suppliers. Automakers who continue to design and devise new uses for the recycled material will value the Green Sticker as a marketing tool to bring environmentally concerned consumers to purchase the models with the most recyclable content.

Designing vehicles and supplier materials with recycling in mind further reduces the solid waste stream. Manufacturers now give more consideration to the materials selected in auto part creation. Using materials that are cost effective to recycle. Documenting the recyclable materials and recycled parts removed will valued the Green Sticker. The Green Sticker will promote consumer awareness of the importance of proper disposal and recycling of End -of-Life- Vehicles (ELV).

As pressure to recycle increases, auto manufactures worldwide will demand that suppliers and manufacturing facilities use more recycled material. The Green Sticker program can measure that recyclability and a provide point of purchase window sticker for all new vehicles, with the goal to increase consumer awareness of the recyclability of vehicles that carry a Green Sticker.
